What makes a good question?

Are there any guidelines or standards for what makes a good question on this site, other than that they should be on-topic?

Must the question have an answer? Must it have only one answer or a quantifiably "best" answer? Can it ask for opinion, debate or supposition?

A good question is one that;

1. Hasen't already been asked and answered. (This means search before you ask)
2. Is spesific and focused so as to be answerable. So not "What is the best repository software?" is a terrible quesiton, "What should a small university library consider in deciding between implementing Dspace, Islandora or Hydra" is a better question.
3. Isn't something you could have just googled. Idealy, the question requires professionals to help offer advice to resolve. So it's not just a factual question, but has an element of praxis and judgement involved.
4. Is just one question, if there are a bunch of questions start them as distinct questions
